Gagging your local ISP

I am a little behind the eight ball on this, but this smacks of exactly what happens in the US with a “security letter”. In a nutshell, the Government, using the TICS bill  can demand a backdoor into an ISP (or any other service that provides a service over a network, Skype for example), and then gag them.
